Things to do in Culebra: beaches, snorkeling and Culebrita
Culebra is small, quiet and has some of the clearest water in the Caribbean. Flamenco Beach is regularly listed among the best beaches in the world, and Carlos Rosario, Tamarindo and the cays of the Luis Peña reserve offer the best snorkeling in Puerto Rico from the shore, with sea turtles almost guaranteed.
Much of the island and its cays is a national wildlife refuge. Culebrita, with its lighthouse and Playa Tortuga, is reached by water taxi or kayak. There is little shade and few services away from the town of Dewey, so bring water and plan your crossing in advance.
